Saxon Gilmore is pleased to announce that Gerald T. Buhr has joined the firm as of counsel. Mr. Buhr is certified by the Florida Bar in city, county and local government law, and also concentrates his practice in the areas of environmental law, land use and water law, lobbying, mediation, and administrative law.
Mr. Buhr is currently City Attorney for the Cities of Avon Park, Mulberry, Zolfo Springs, and Bowling Green, Florida, and serves as special utility counsel to the City of Lake Wales, Florida. He has advised on numerous environmental enforcement actions, permits, licenses, contracts and utility construction projects, and performed, analyzed or drafted numerous ordinances and contracts for utility rates and developer relations.
Mr. Buhr has lobbied for private and governmental clients before the Florida Legislature, including drafting and lobbying the bill that has become Section 403.0882 of the Florida Statutes, greatly improving regulation of small R/O water treatment facilities. He has appeared as a speaker at numerous seminars regarding water and wastewater law, including regular seminars for the University of Florida Treeo Center and the Florida Rural Water Association, and has written a monthly environmental-legal column for the Florida Water Resources Journal since 1992. Ricardo Gilmore, senior partner, Rhonda Stringer, partner, and Jozette Chack-On, partner, at Saxon Gilmore, were guest moderators and/or speakers at the Florida Association of Housing and Redevelopment Officials (FAHRO) convention held August 12 - 15, 2008 at the Fairmont Turnberry Isle Resort and Club in Aventura, Florida. The convention provides an opportunity for Public Housing Authority and other professionals, who provide public and assisted housing in Florida, to network and further their education in this area.
Mr. Gilmore serves as special counsel to housing authorities in Florida and other states relative to affordable housing development matters, which involve a multiplicity of legal issues unique to housing authorities as well as applicable to governmental agencies and/or corporate entities. Mr. Gilmore moderated the panel discussions on the differences between Public Housing Authority management and governance, as well as who is best positioned and responsible for these very different functions.
Ms. Stringer concentrates her practice in the area of affordable and public housing, which includes operations, management, policy and regulatory matters involving public housing authorities and other affordable housing entities; Section 8 housing assistance programs; housing programs for the elderly; and HOPE VI and mixed finance housing development programs. Ms. Stringer's presentation addressed Public Housing Authority obligations pertaining to Fair Housing regulations.
Ms. Chack-On's extensive experience in mixed finance affordable housing revitalization and construction projects, including project financing (such as HOPE VI, low income housing tax credits, tax exempt bonds, SHIP, SAIL, HOME), acquisition and redevelopment of real estate project management, and public/private partnerships made her a highly qualified candidate to speak at the convention. Ms. Chack-On's presentation addressed the keys steps in the predevelopment stage of affordable housing development.

We support the soldiers and salute the veterans:
We appreciate the dedication and exceptional performance of America's military service personnel. We recognize the sacrifices they make to defend freedom and democracy at home and abroad.
A group of Saxon Gilmore employees has collected funds and shipped almost 100 boxes of morale-raising gifts and countless notes of support to a U.S. Army helicopter medical evacuation unit stationed in Iraq. It is our pleasure to brighten their days away from home. In turn, we have been honored by their gifts of American flags flown on missions and touched by their thank you notes.
In addition, this past Christmas, we remembered disabled and elderly veterans with over 100 individual packages of gifts to the residents of Baldomero Lopez Veterans Nursing Home in Tampa and additional special gifts for the 8 women veterans who live there.
