EXPERIENCE Michael Rosen is a partner at Saxon, Gilmore, Carraway, Gibbons, Lash & Wilcox, P.A., and practices in the areas of eminent domain, property litigation, civil litigation, and government law. He has been involved in all aspects of eminent domain including pre-suite negotiations, order of taking hearings, mediations, jury trials, and appeals. Mr. Rosen graduated from the Walter F. George School of Law, Mercer University, in 1987. He received his undergraduate degree in Political Science from the University of Florida in 1984. He is a member of the Florida and Georgia Bars and is admitted to practice before the United States District Courts for the Southern and Middle District of Florida. Mr. Rosen was an Assistant County Attorney with the Manatee County Attorney's Office and an Assistant Attorney General with the Office of the Attorney General, Eminent Domain Division, in Tampa. He also served as a senior attorney with the Florida Department of Transportation in Bartow, where he represented FDOT in eminent domain cases. He is the author of "Unraveling the Mystery: The Admissibility of Inextricably Intertwined Evidence," Florida Bar Journal, March, 1992; and "Does Snyder Apply to Condemnation Resolutions?" Lawyer, Hillsborough County Bar Association, April, 2003. Mr. Rosen is also an arbitrator and is certified by the Florida Supreme Court as a mediator.
