Ricardo Gilmore, Speaker at FAHRO 2025 Annual Conference

RicardoGilmore2025- Ricardo Gilmore, shareholder and co-founder of Saxon|Gilmore, was a guest speaker at the Florida Association of Housing and Redevelopment Officials (FAHRO) 2025 Annual Conference. He discussed legal issues facing housing authorities and their not-for-profit organizations on the federal, state, and local levels. The session was designed to explore ways to address and/or minimize these issues.

Established nearly 70 years ago, FAHRO was founded to facilitate the exchange of ideas and information aimed at improving low-income and affordable housing, as well as enhancing community services.

Since then, the organization has remained steadfast in its mission to support professional development in public, assisted, and other affordable housing throughout the State of Florida. FAHRO fosters a robust network that promotes communication, education, and advocacy—supporting legislation that advances housing solutions and economic opportunity.

Mr. Gilmore has practiced law for more than 40 years and specializes in the areas of business and corporate law, real estate, public finance, and commercial litigation. He serves as general counsel to housing authorities in Florida and as special counsel in other states relative to affordable housing development matters, involving a multiplicity of legal issues unique to housing authorities as well as applicable to governmental agencies and/or corporate entities.

He is a frequent speaker at conferences concerning public and affordable housing issues, including conferences sponsored by the Housing Development and Law Institute (HDLI), the National Association of Housing and Redevelopment Officials (NAHRO), the National Organization of African-Americans in Housing (NOAAH), the Public Housing Authorities Directors Association (PHADA), and FAHRO.
