2025-Saxon|Gilmore is pleased to announce that Ricardo Gilmore, a shareholder, has been featured in the Tampa Bay Business Journal, People to Know in Law.
Mr. Gilmore brings over 40 years of legal experience, with a focus on business and corporate law, real estate, public finance, and commercial litigation. He serves as general counsel to more than 30 housing authorities in Florida and as special counsel in other states, advising on complex legal matters related to affordable housing development. His expertise spans issues unique to housing authorities as well as those affecting governmental and corporate entities.
A recognized authority in public housing law, Mr. Gilmore has participated in two landmark cases that reached the U.S. Supreme Court, setting national precedents. He has also played a key role in forming and operating instrumentalities and affiliates that support housing authority development and fundraising efforts.
He has helped establish public-private partnerships to transform blighted areas into vibrant, mixed-income communities with commercial and retail components, and has advised on workforce housing initiatives in urban centers. Notably, he served as legal counsel to a Georgia housing authority that achieved full autonomy from HUD while maintaining its public housing status.
He is a frequent speaker at national and regional housing conferences, including those hosted by HDLI, NAHRO, NOAAH, PHADA, and FAHRO.
